To emphasize this issue, the eleven organizations have jointly formed the "Arbeitsgemeinschaft der Begabtenförderungswerke in der Bundesrepublik Deutschland" (Association for the promotion of young talent in the Federal Republic of Germany).

Elites - and this plural is indispensable in a cosmopolitan society - must be more than mere 'functional elites' in a democratic community; they must share, and base their actions on, certain values. Responsible elites also have to be able to deal with phenomena such as a growing uncertainty and lack of transparency, and manage increasing levels of complexity, networking and dynamism.
The individual promotion of highly-motivated, qualified and socially-involved young students and doctoral students by the Begabtenförderungswerke is designed to reach independent and (self)critical individuals who see themselves as social actors with the skills and ability required to make decisions and are prepared to take on responsibility.
Our promotion programme supports gifted students and young researchers who are pursuing progress in understanding and an increase in knowledge; our aim is to motivate them to be aware of broader perspectives and to train a critical spirit.
